After you are killed you must not return to the area of your death for 5 minutes. Upon arrival to the area, You do not know anything about what happened to cause your death. The only way you will know is if other officers tell you about it. If you get revived NLR does not apply.

Instructions on creating your police character’s name:
After being accepted as a officer in the police department, you will be issued a call sign. As a probationary officer you might be 2p-1 once you finish probationary which time is dependent on you you will get a call sign like 2L-2. You much made your name as such

[CALLSIGN] | [RANK] [FIRSTNAME] [SURNAME INITIAL].
Ex. D-123 | Sgt. John S.

Effective Use Of Communication:
At all times while using coms you will be professional. If you are requesting something from dispatch the following will be the chain.
You: Call sign to dispatch (wait for reply no blind calling)
Dispatch: Call sign go ahead
You: State what you need or are passing
Dispatch: Will either say copy or ask for more information
You: Either provide more information or state you are 10-8 from last.

This is to make sure information is not lost. This is why do not allow blind calling as dispatch may not have heard your transmission.

When addressing senior ranked officers such as sergeants, Lieutenants, Capitan’s and such it will be as Sir or Ma’am or by their rank. Example would be I copy sgt. Supervisors or ranking officers are also required to treat officers with respect. We are not here to be-little, harass, bully, or degrade anyone. We are all here to have fun. But orders from supervisors will be followed.

While speaking to civilians you will be respectful. You are there to uphold the law and are not better than anyone else. Talk to everyone with respect.

Miranda Rights:
If you are arresting someone or detaining them to question them you must read the following to them, if you are talking to them and they are free to leave and you have made it clear they are not being detained and they are free to leave, you are not required to read these.
1. You have the right to remain silent and not answer any of my questions.
2. Anything you say maybe used against you in court.
3. You have the right to have an attorney present before any questioning.
4. If you cannot afford an attorney one maybe appointed to you by the court.
Do you understand these rights I have explained? (must get a yes or no), having these rights in mind do you wish you talk to me? (must get a yes or no)
Failure to read these rights may hurt your case and could cause evidence to get thrown out and inadmissible in the court case.

Miranda warnings must be given if you have arrested someone and are questioning them about the crime, or you have detained someone (they are not free to leave) and you are questioning them.

We have these 10 codes, you are not required to use them. If you prefer to use plan English you are welcome to, but please familiarize yourself with these codes. Familiarizing yourself will help you if another officer uses one of them in an emergency.

Discipline:
If an officer fails to follow proper policy, violates rights of others, or behaves in a manner than brings bad light to the department they face disciplinary action. Sergeants and above are able to discipline officers.

When it comes to supervisors only higher ranking can discipline, example a Lieutenant may write up a Sergeant, but a Sergeant cannot write up a Lieutenant.

When an supervisor calls in you to give you discipline and you refuse to sign the discipline it is a 7 day unpaid suspension, during this time you are not allowed at work, you are not being paid, and you not a police officer.

If you feel that a write up is unjust you may appeal it to the Chief. If you refuse to sign then you give up your right to appeal. If the Chief decides in your favor and there was a unpaid suspension due to the discipline you will be paid for the time you where suspended in a lump sum. In order to appeal you must request the appeal within 2 days of receiving the discipline.

Use Of Force:
If you use force against any person in the performance of your duty you must report this to your direct supervisor. Force includes but is not limited to, take down, tazer deployments, lethal force, restraining someone that is not compliant. You will also be required to fill out a use of force report.

When practical we use the use of force contiunum.
-Level 1: Uniform Presence. (Example, just your presence of being there, may make people follow the laws)

-Level 2: Verbal communication. (Example, Direct communication, trying to speak with people, whether non-hostile to get them to calm down while somebody is resisting)

-Level 3: Non-weapon strategies. – (Example, Restrainments, trying to restrain someone walking or standing still)

-Level 4: Non-lethal weapon strategies. (Example, Tasers, when somebody doesn’t follow your orders after multiple warnings, to down them)

-Level 5: Deadly force. (Ex. Shotgun or Rifle to kill someone Only use if a life’s in danger!)

Any officer that uses lethal force will be placed on administrative paid leave pending the investigation. If officer is cleared then will be put back into their assignment.

Officers are allowed to use lethal force if the person they are talking to presents a danger of death or great bodily harm to the officer or another person.

Presenting a weapon is a use of force, and must have a good reason, such as a felony stop, call of a subject with a weapon, or other articulable reason. Presenting a weapon just to present a weapon is a serious offense.

Shooting at or from a moving vehicle should not be done unless the subject is using that vehicle as a weapon, they are shooting at you, and you have a clear shot where you will not hurt, injury or kill someone else. When time and circumstances permit you should get supervisor approval before shooting at a moving vehicle.

Using the Pit maneuver is authorized for fleeing subjects. Before a PIT can be done you must make sure the area is safe, no cliffs that the subject may loose control and go over, no other vehicles they will run into, and other safety factors. Safety is key, the goal is to keep the subject and the public from getting hurt.

Probable Cause/Reasonable Suspicion:
The above are two important terms you need to be familiar with as they can make or break a interaction or could also lead to issues in court if you do not have them.

If you are detaining someone or searching them, you must have reasonable suspicion. This means that with the facts known at the time, any reasonable person would suspect that a crime was in the process of being committed, had been committed or was going to be committed very soon. If you are pulling someone over for a traffic offense, you are pulling them over on reasonable suspicion.

Probable cause is needed if you are going to be arresting someone. If you do not have probable cause you have no basis for an arrest. Probable cause for arrest exists when facts and circumstances known by the police officer would lead a reasonable person to believe that the suspect has committed, is committing, or is attempting to commit a criminal offense. The probable cause to arrest standard applies to both misdemeanor and felony offenses. If you want to search a vehicle or a person and have not been given consent you must have probable cause prior to conducting the search.

Make sure you can articulate both of these, you will need to articulate probable cause in any arrest you make in court.

Use Of Vehicles:
Driving vehicle in a manner that is appropriate is very important. The use of the lights on the vehicle should never be done for reasons of just fun. We do not use the lights on our car to go through a red light because we are tired of waiting.

How you respond to calls will be determined by the nature of the call.
Code 1 – This is normal, no speeding, lights, sirens, you get their when you are able to.
Code 2 – This is lights only, you may use this when you are going to an important call but the sirens may give away you’re close and make the subject leave. You may have to turn on sirens to clear intersections.
Code 3 – This is lights and sirens. These should be used for emergency calls.

The use of unmarked vehicles is authorized. These vehicles must be department approved vehicles. Special teams such as drug enforcement teams are allowed to use vehicles that have no emergency equipment while running their operation. Marked units will be close by to make the apprehensions as the special team makes the bust. Special teams will be created by the Chief as needed. Special teams will have their own command structure, but ultimately answers to the Chief.

Final Words:
The goal of this is to have fun and try to be as realistic as possible. We want everyone to have fun and will run scenarios based on suggestions.
